And they made him an attorney and attached his name to writing the MTW nonprogram for Section 8 which is total BS, I mean really total BS - and they get away with their manipulation by calling it a non program! Never approved by legislators and "up to the descretion of the Housing to follow" and this local housing latches on to it claims that is why they do not have to follow Section 8 Laws!
